"I want leaner legs and hips, not bigger ones" is one of the most common requests a coach hears, and it usually comes with a plan to avoid heavy lifting and do endless high-repetition work instead. The evidence says the plan has the mechanism backwards. What makes a leg look leaner is less fat over the muscle and a firmer, better-developed muscle under it, and neither of those is delivered by the exercises people choose for "toning".
